The Civil service oath-taking ceremony for recently recruited staff was held on February 18, 2020 in the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.

The oath shall be carried out solemnly under the State flag of the Republic of Azerbaijan and the civil servant takes an oath keeping his hand on the Constitution of the Republic of Azerbaijan.

The Director of the Agency Arif Mammadov, noted at the ceremony, that owing to human resource policies of leadership of the Republic of Azerbaijan, laid down by the national leader Heydar Aliyev and now successfully continued by the President of Azerbaijan Ilham Aliyev, managed to establish a team of competent specialists serving for the benefit of the civil aviation of the Republic.

Speaking on behalf of those who took that oath, Nurida Tanriverdili assured that they would always bear public servant title highly and honored.

Arif Mammadov, summing up the ceremony, congratulated adopted staff to serve in the Agency and expressed confidence in fulfilling the tasks facing the Agency in ensuring the safe and efficient functioning of the air transport of the Republic of Azerbaijan.

On January 24, 2020 a meeting was held between the Director of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan Mr. Arif Mammadov and the Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to the Republic of Azerbaijan Mr. James Sharp. The meeting was held at the request of the British side, sent via diplomatic channels through the Ministry of Foreign Affairs of the Republic of Azerbaijan.

During the meeting, at the request of the other side, the Director gave clarifications on the implementation of “freedoms of the air” regime, announced by “Azerbaijan Airlines” CJSC. They also discussed the issue of further regular operations between countries after United Kingdom leaving the European Union. The Azerbaijani side informed the British side that the flights, as before, will be performed in accordance with the "Agreement between the Government of the Azerbaijan Republic and the Government of the United Kingdom of Great Britain and Northern Ireland concerning Air Services", signed on February 23, 1994.

Mr. Arif Mammadov noted that the President of the Republic of Azerbaijan Mr.Ilham Aliyev pays particular attention to the development of air transport and to various activities undertaken in the field. The Director of Agency also informed about the latest achievements in civil aviation of the Republic of Azerbaijan and future plans for its further modernization.

For his part, the Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to the Republic of Azerbaijan, Mr. James Sharp, expressing gratitude for the meeting at the Agency, emphasized the issue of coordinating the draft Common Aviation Area Agreement between the Republic of Azerbaijan and the European Union. In this regard, the British side was informed about the Agency's position on this issue.

On January 16, 2020, a meeting with Economic Section First Secretary of the Embassy of the United States of America Mr. Peter Kaufman was held in the office of State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan. The meeting was arranged at the request of United States Side sent via diplomatic channels through the Ministry of Foreign Affairs of the Republic of Azerbaijan.

During the meeting, Mr. Kaufman handed over an Executive Summary of the US Transportation Security Administration’s assessment of aviation security measures at Heydar Aliyev International Airport (GYD) held in August, 2019. Furthermore, at the request of the United States Side the SCAA gave clarifications on “freedoms of the air” regime announced by “Azerbaijan Airlines” CJSC.

From the Azerbaijani Side the meeting was attended by Mr. S.Baghirov, Head of International Relations Department of the State Civil Aviation Agency and Mr. R.Mammadov, Deputy Chairman of the Board of the State Inspectorate on Civil Aviation Flight Safety. United States Side was presented by Mr. Y.Abasov, Economic Advisor of the Embassy of the United States of America to the Republic of Azerbaijan.

23 certificates were received by the employees of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan and 39 certificates were obtained by the employees of the State Inspectorate on Civil Aviation Flight Safety at workshops and training courses for professional development organized by the international civil aviation organizations in 2019.

Professional development of employees was conducted in the field of flight safety, aviation security, air navigation, certification, international aviation law, dangerous goods transportation by air as well as in the financial sphere.

  On December 7, 2019 the International Civil Aviation Organization (ICAO) celebrated the 75th anniversary of the signing of "Convention on International Civil Aviation" (Chicago Convention) and the founding of ICAO.

On October 29, 2019, a meeting was held between the Director of the State Civil Aviation Agency of the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan Mr. Arif Mammadov and the Charge d'Affaires of the Republic of Chile in the Republic of Azerbaijan Mr. Gabriel Jara. The meeting was held at the request of the Chilean Side sent via diplomatic channels through the Ministry of Foreign Affairs of the Republic of Azerbaijan.

A meeting of executive staff of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan and the State Inspectorate on Civil Aviation Flight Safety of Agency was held on October 29, 2019.

The Republic of Azerbaijan was awarded with the International Civil Aviation Organization (ICAO) Council President Certificate in the framework of “No Country Left Behind” initiative during the 40th session of ICAO Assembly. The President of the Council Dr.Olumuyiwa Benard Aliu, rewarded the Civil Aviation of Azerbaijan for significant progress in resolving safety oversight and improving the effective implementation of ICAO Standards and Recommended Practices in 2018. At the ceremony 16 countries from 193 ICAO Member States were awarded with the Certificate.

ICAO and the Runway Safety Programme Partners have been working together to minimize and mitigate the risks of runway incursions, runway excursions and other occurrences related to Runway Safety. In this regard ICAO Runway Safety Go-Team Visited the Heydar Aliyev International Airport (UBBB) from 11 to 13 September.

By the order of President of the Republic of Azerbaijan Ilham Aliyev dated May 27, 2019, director of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies Arif Ahmed Oglu Mammadov was awarded the anniversary medal “100th Anniversary of the Azerbaijan Democratic Republic (1918-2018)”.
