Negotiations in Paris in December 2011

    On 14 and 15 December 2011 the Director of the State Civil Aviation Administration of the Republic of Azerbaijan Mr. Arif Mammadov attended the 137th meeting of the European Civil Aviation Conference (ECAC). The matters of cooperation between all transport modes and the current plans for the near future were discussed in the summit. The representative of the European Commission submitted a proposal to start negotiations on an agreement for "Common Aviation Area" with our country in early 2012.

Mr. Arif Mammadov also held individual meetings with the Regional Director (Europe/North Atlantic) of International Civil Aviation Organization (ICAO), Mr. Luis Fonseca de Almeida and President of the European Civil Aviation Conference (ECAC), Mr. Catalin Radu.

The main subject of the meeting of the Director of the State Civil Aviation Administration of Azerbaijan and President of the ECAC, Mr. Catalin Radu, was interpretation of the position of Azerbaijani civil aviation on the issue of illegal construction works at the airport in Khojaly in the Republic's occupied territory. The management of ECAC was informed about the concerns of Azerbaijani side on the attempts by certain circles to create a threat to the safety in the region. The parties agreed to continue mutual consultations in the upcoming 2012.

During the meeting with Regional Director ICAO EUR/NAT, Mr. Luis Fonseca de Almeida, the Director of the State Civil Aviation Administration of Azerbaijan stressed the role of the Organization in prevention of flights to Khojaly Airport without relevant permission. Azerbaijani side marked the increasing threat to safety in the region due to the intentions of a number of airlines to open flights to the above mentioned airport. Parties agreed to continue consultations on this matter, in the spirit of the Convention on International Civil Aviation based on the principle of sovereignty and territorial integrity of the Republic of Azerbaijan.
