The International Civil Aviation Organization (ICAO) has sent to the State Civil Aviation Administration the report on the aviation security audit of the Republic of Azerbaijan. As previously reported, the audit was conducted by ICAO team in Baku from 11 to 18 April 2012. 

The "Air Services Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of India" has been signed during the second meeting of the Intergovernmental Commission for Trade, Economic, Scientific and Technological Cooperation held in Baku on 16 April.

The grant agreement has been signed between the State Civil Aviation Administration of the Republic of Azerbaijan and the United States Trade and Development Agency during the third meeting of the Azerbaijan-U.S. Economic Partnership Commission.

Marking the 10th anniversary of Azerbaijan's membership in the European Civil Aviation Conference (ECAC), at the invitation of the State Civil Aviation Administration the President of ECAC, Mr. Catalin Radu and the Executive Secretary of this organization, Mr. Salvatore Sciacchitano ECAC have paid an official visit to Baku on 13-16 March 2012.

 Consistent with the Law of the Republic of Azerbaijan "On Aviation" the liability limits for damage of the luggage carried on domestic routes was approved by the Order of the State Civil Aviation Administration of the Republic of Azerbaijan.

During 2011, 28 employees of the State Civil Aviation Administration of the Republic of Azerbaijan took part in seminars and training courses for professional development (and certification of eligibility) organized by the international civil aviation organizations.

Due to the planned opening of regular flights by "Qatar Airways" on the route Baku –Doha and at the suggestion of the Qatari side, the aeronautical authorities of the Republic of Azerbaijan and the State of Qatar held negotiations on December 21, 2011 in Baku.

    On 14 and 15 December 2011 the Director of the State Civil Aviation Administration of the Republic of Azerbaijan Mr. Arif Mammadov attended the 137th meeting of the European Civil Aviation Conference (ECAC). The matters of cooperation between all transport modes and the current plans for the near future were discussed in the summit. The representative of the European Commission submitted a proposal to start negotiations on an agreement for "Common Aviation Area" with our country in early 2012.

A meeting about the opening of the regular cargo flights of «Silk Way Airlines» was held on 28 November 2011 in Kuwait. Azerbaijani civil aviation delegation was headed by Deputy Director of the State Civil Aviation Administration of the Republic of Azerbaijan, Mr. Fuad Guliyev and the Kuwaiti delegation was headed by the President of Civil Aviation of the State of Kuwait Mr. Fawaz Abdul Aziz Al-Farah.

Mr. David McMillan, the Director General of “Eurocontrol” and his Senior Advisor Mrs. Stephanie Gazzin, held negotiations with the State Civil Aviation Administration of Azerbaijan on February 22, 2011 in Baku. This negotiations were organized on invitation of the Director of Administration Mr. Arif Mammadov.
