During 2018 32 certificates were received by the employees of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan and 66 certificates were obtained by the employees of the State Inspectorate on Civil Aviation Flight Safety at workshops and training courses for professional development organized by the international civil aviation organizations.

     In the bulletin of the European/North Atlantic Bureau of the International Civil Aviation Organization (ICAO) great attention is paid to the development of civil aviation of the Republic of Azerbaijan and to sectoral projects that have been implemented by ICAO regional office in cooperation with the State Civil Aviation Agency in recent years. The Technical Assistance Project has been developed within the framework of the ICAO’s initiative “No Country Left Behind (NCLB)”. The full text of the Bulletin can be downloaded here.

At the 39th Session of the Assembly (October 2016) of the International Civil Aviation Organization (ICAO) a decision has been taken to increase the number of States in Council (from thirty-six to forty) and the number of States in the Air Navigation Commission (from nineteen to twenty-one). In this regard,two Protocols relating to amendment to the Convention on International Civil Aviation (Article "50 (a)" "56") had been adopted in the Republic of Azerbaijan.

The above-mentioned “Protocol relating to amendment to the Convention on International Civil Aviation (Article 50 (a))” and “Protocol relating to amendment to the Convention on International Civil Aviation (Article 56)”, signed at Montreal on October 6, 2016 were approved by Law No.1279-VQ of the Republic of Azerbaijan on October 12, 2018 .

ICAO is a specialized UN agency established to determine standards and regulations necessary to ensure the safe and sustainable development of international civil aviation and environmental protection. The supreme bodies of ICAO are the Assembly (it meets at least once every three years) and the Council, represented by 36 States, elected at the Session of the Assembly.


The delegation of State Civil Aviation Agency (SCAA) led by Director Arif Mammadov took part from 4 to 6 December, 2018 at the 11th Forum of ECAC (European Civil Aviation Conference) of its Member-States (FORUM/11) as well as at one hundred and fifty-first meeting of Directors General of Civil Aviation (DGCA/151).

Baku hosted the first ICAO EUR Environment Project Team meeting (ICAO EUR ENV PT) on December 4-5, 2018.

The ICAO EUR ENV PT was established at a joint meeting of the European Air Navigation Planning Group (EANPG COG) and European Regional Coordination Group (RCOG), held at the ICAO office in Paris from 16 to 18 May 2018.

The negotiations were held between the delegations of the State Civil Aviation Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan and the Directorate General of Civil Aviation of the Republic of Turkey in Baku from 19 to 20 July 2018. The discussions were conducted on the initiatives of both Parties. The main issue was liberalization of air services between brotherly countries.

In accordance with the Presidential Order of the Republic of Azerbaijan No. 204 on 11 June 2018 Arif Mammadov has been appointed as a Director of the State Civil Aviation Agency under Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.

Azərbaycan Respublikası Prezidenti İlham Əliyevin 22 may 2018-ci il Fərmanı ilə Azərbaycan Respublikasının Nəqliyyat, Rabitə və Yüksək Texnologiyalar Nazirliyi yanında Dövlət Mülki Aviasiya Agentliyi haqqında əsasnamə təsdiq edilib.

On May 21 “Air Services Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Serbia” has been signed in Baku with participation of President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Serbia Aleksandar Vucic.

The Federal Aviation Administration (FAA) of the USA confirmed «Category 1" of the Republic of Azerbaijan’s safety oversight. The level was first assigned in 2014 based on the evaluation of the country’s civil aviation flight safety, allowing for Azerbaijani air carriers to launch direct scheduled operations to the United States. After assessments held in 2017 and 2018 for compliance with the requirements of the international standards set by the Chicago Convention, Azerbaijan continues to maintain the highest "Category 1".

Reaffirmation of "Category 1" by the FAA of the US was a result of a close attention paid by the leadership of the Republic of Azerbaijan to ensuring flight safety and further development of the Azerbaijani civil aviation.
