Common Aviation Area Agreement Negotiations

The delegations of the State Civil Aviation Administration of the Republic of Azerbaijan and the European Union held first round of negotiations on Common Aviation Area agreement on 24-25 January 2013, in Baku.

The meeting was opened by Mr. Arif Mammadov, Director of the State Civil Aviation Administration of the Republic of Azerbaijan. In his speech Mr. Mammadov noted the importance of further integration of civil aviation into European structures and indicated the necessity of a detailed study of all matters related to the terms of common aviation area. In his speech the Ambassador and Head of mission of the European Union to the Republic of Azerbaijan, Mr. Roland Kobia thanked the Azerbaijani side for the beginning of negotiations on a draft agreement and expressed the importance of the integration of Azerbaijani civil aviation industry into the European air transport system.

The European delegation was headed by Mr. Klaus Geil, Head of Sector – external aviation policy of Directorate General for Mobility and Transport of the European Commission. In addition to the European Commission, the delegation also included the members of the EU mission to the Republic of Azerbaijan and European aviation authorities. The Azerbaijani delegation which consisted of representatives of CAA, Azerbaijani air carriers and Ministry of Foreign Affairs was headed by Mr. Fuad Guliyev, Deputy Director of the State Civil Aviation Administration.

During the two-day negotiations European side briefed the delegation of the Republic of Azerbaijan with the structure of the Common Aviation Area agreement. All the questions raised from Azerbaijani side during the presentation of the draft agreement text found responses accordingly. The negotiations were held in a friendly atmosphere.
